Energy Smart for Homes is a tri-county program that assists residents in Pitkin, Gunnison, and Eagle Counties in improving their homes, making them safer and more comfortable, as well as saving them money. Energy Smart offers an Energy Resource Center located at 111 Aspen Airport Business Center, Suite M. (970)925-9775. Here you will find an energy resource library, demonstration equipment, computer workstations to help implement your personalized energy plan.
In addition, Energy Smart offers a full-time Home Energy Advisor for free consultations to connect homeowners with information, skilled workers and financing programs. CORE administers the Energy Smart program in Pitkin County and staffs the Energy Resource Center at the ABC in Aspen. History
Colorado House Bill 1350, signed into law in 2008, authorized the formation of energy improvement districts to finance energy efficiency and renewable energy projects. Boulder County immediately took action and created a bonding program, modeled after a similar program in Berkeley, CA to help homeowners surmount the high upfront costs for renewable energy installations. In November 2009, Pitkin, Eagle, and Gunnison County voters passed a similar measure to create a Property Assessed Clean Energy (PACE) program here. This voluntary, opt‐in Local Improvement District would have enabled eligible property owners to apply for financing through the County to fund their energy upgrades, the costs of which would then have been repaid via special assessment on their property tax bill. Property owners who did not consent to participate in the District would not be impacted by the program. In 2010, Pitkin County postponed the launch of the Energy Smart Program in response to lender letters issued by Fannie Mae and Freddie Mac.
However, as a result of our work on PACE, Eagle, Pitkin, and Gunnison Counties were awarded funds by the Governor’s Energy Office and the Department of Energy to establish a comprehensive energy efficiency program for residential homes in our areas.
