Eagle County Helps Building Owners Meet State Standards
CORE and Eagle County have partnered to benchmark the energy and water use of existing buildings in Eagle County, helping our community cut carbon emissions while ensuring sustainable, comfortable, and efficient spaces for all. By taking action today, we’re preserving Eagle County’s natural beauty and leading the way in environmental stewardship.
Buildings account for nearly 50% of Eagle County’s greenhouse gas emissions, making energy efficiency a key strategy in its climate action plan. To achieve a 50% emissions reduction by 2030, we must improve building performance.

Benchmarking is the First Step of Building Performance Colorado
To support property owners in meeting Colorado’s building performance regulations, Eagle County is stepping up to help. The State’s Building Performance Colorado program requires benchmarking as the first step in reducing emissions from large commercial, multifamily, and public buildings by 7% by 2026 and 20% by 2030 (compared to 2021 levels).
Starting in 2025, Eagle County is partnering with CORE to provide free, personalized support for select property owners and managers. The goal is to help buildings track energy use, improve efficiency, and meet both county and state compliance requirements.
CORE Can Benchmark For You
CORE offers benchmarking services for select Eagle County commercial and multifamily buildings (50,000 square feet and larger) to simplify compliance with Building Performance Colorado standards.
CORE’s services include:
- Scheduling site visits to assess the buildings
- Collecting consent to access utility information*
- Recording utility meter information
- Collecting building energy and water use data from utility providers
- Submitting utility data to local and state government program administrators
- Providing benchmarking reports with utility-use data
- Helping select a compliance pathway to meet building performance standard regulations
- Providing tailored suggestions to reduce energy use
*Your building’s energy data remains confidential and is shared only with building managers and regulatory agencies.
In 2023, buildings in Eagle County emitted 692.698 MTCO2e. That’s equivalent to more than 1,763,000 thousand miles driven by an average gasoline-powered vehicle.
